Talk at conference on Heads of State Prosecutions in Latin America 15 years after the ‘Pinochet Case’

I participated yesterday in a conference on Heads of State Prosecutions in Latin America, convened by Cath Collins at the Transitional Justice Institute, University of Ulster, Belfast. The discussions covered a range of countries in Latin America and cases of heads of state prosecutions, from Videla in Argentina, the Pinochet cases in Chile, Fujimori in Peru, Rios Montt in Guatemala, and Bordaberry in Uruguay. The full programme is available here and speaker bios here. My own remarks focused on the role of the Inter-American Human Rights System in shaping transitional justice trends in the region and efforts to pursue accountability; available here.
